fix(req-prototype): fix arguments regex causing Skill loader error

arguments 字段中 [REQ-ID] 被 Skill loader 编译为 JS regex 时，
Q-I 字符范围（ASCII 81 > 73）触发 "range out of order" 错误。
改为 <REQ-ID> [subcommand] [options] 避免字符类范围问题。
