Update the slark-cicd skill with the release command recovered from successful historical Slark staging runs. Document immutable candidate inputs, receipt-based verification, and the mandatory AWS instance Name/state/IP gate. The skill source matches the installed local copy. This documents the current release path; no staging deploy was performed because the Slark AWS control-plane credential is unavailable.
