feat(dev-cicd): add Docker context analysis + .dockerignore check
从实际 CI 失败中学到的经验：
- 缺 .dockerignore 导致 768MB context 传入（node_modules）
- ACR push denied 因镜像路径缺 namespace
- /cicd analyze 增加 .dockerignore + 凭据硬编码 + 镜像命名扫描

将项目级的 Ratchet/约定检测方法论融入 req-test-gate 技能，
通过 /req 流程三个节点自动触发（dev 环境检测、cr 约定建议、test Gate 0B），
